State budget voted on tomorrow—Advocate today --RSS Feed

The full state Assembly and state Senate are voting this week on the amended version of the state budget bill, which includes a 9% increase to the Medicaid personal care rate in 2019 and a 3% increase in 2020. The Assembly plans to vote on the budget TOMORROW, June 25. The Senate will likely vote on June 26 or 27. After the budget is passed by the Assembly and Senate, it can be signed into law or vetoed by the governor.
Please contact your state representative and state senator TODAY and ask them to support the 12% increase to Medicaid personal care that was approved by the Joint Finance Committee when it voted on the budget.
Some talking points you could use—Please support the 12% increase to the Medicaid Personal Care (MAPC) Rate included in the state budget bill as passed by the Joint Finance Committee because:

  • This increase is needed to prevent the collapse of Wisconsin’s community-based provider network.
  • Personal care rates have been underfunded for decades. The result is a workforce shortage so severe that it is jeopardizing the health, safety and welfare of older adults and people with disabilities.
  • 60% of personal care agencies surveyed by the Wisconsin Personal Services Association (WPSA) in 2019 said they are considering no longer providing Medicaid personal care services.
  • Personal care workers make it possible for people with disabilities and older adults to live in their own homes. If the crisis continues, people may have no choice but to relocate to nursing homes or institutions, which cost taxpayers more.
